Without low light levels e.g. dusk or dawn you can force a slow exposure by using an ND filter and/or using a very small aperture (high F stop number). Remember you will need a tripod. Typically use this technique to shoot moving water and other moving objects e.g. vehicle. If you are using slow exposure to create blur in shooting a moving object you should also try to get another part of the image sharp to provide the contrast and emphasis the movement.
